In order for cacti to bloom, you just need to fulfill the necessary conditions for their maintenance, which are simply not the same as for ordinary indoor plants.

All cacti bloom and should bloom.
1 - these are those that begin to bloom quite early - at the age of 2-3 years and should bloom every year or even several times a year.
2 - these are those that begin to bloom at a mature age - after 15-20 years of age.
3 - these are those that practically do not bloom in captivity, since they need to be created such conditions that are impossible to create at home - these are large cacti that reach 1-2 human heights and which can only be grown in a good greenhouse and even then it is not a fact that they will bloom, and you will have to wait for a certain number of decades.
It is precisely because collections often contain many species of 2 and 3 variants that hobbyists get the impression that cacti do not bloom.
